HEAP Summer Crisis Program

Summer Crisis applications will be accepted online and at our Montgomery, Darke, Greene, and Preble County Offices from July 1, 2023, to September 30, 2023. Appointments are required for this program; in-person and phone appointments are available.

Summer Crisis Program

The 2023 Home Energy Assistance Program (HEAP) Summer Crisis Program (SCP) starts July 1, 2023, and runs until September 30, 2023.

The SCP provides a one-time benefit to eligible Ohioans with cooling assistance during the summer months. The focus of SCP is to provide assistance with electric utility bills, central air conditioning repairs, and air conditioning unit and/or fan purchases. Households with a household member who is either 60 years of age and older, has a certified medical condition, and households who have a disconnect notice, have been shut off, or are trying to establish new electric service may be eligible for assistance. Ohioans enrolled in the Percentage of Income Payment Plan Plus (PIPP) Program are eligible for assistance towards their default PIPP payment, first PIPP payment, central air conditioning repairs, or may receive an air conditioning unit and/or fan.

Both homeowners and renters are eligible for assistance.

Households with a gross income at or below 175% of the federal poverty guidelines are eligible for the Summer Crisis Program. Additionally, eligible households have a household member who is either:

  • 60 years of age and older
  • Can provide physician documentation that cooling assistance is needed for a household member’s health, or
  • Households who have a disconnect notice, have been shut off, or are trying to establish new electric service may be eligible for assistance, or
  • Enrolling in Percentage of Income Payment Plan Plus (PIPP) for first time or have a PIPP default.

Montgomery County

  • To apply using a paper application:

    • Visit our Walk-Up Window to submit your application or the reception desk in the lobby.
      • Lobby and Walk-Up Window hours are Monday -Thursday 8:30am- 11:30am and 1:00pm- 3:30pm.
      • A staff member will review your application and documents, then schedule a phone appointment if all necessary documents have been submitted. (Only complete applications will be accepted at the window.)

Darke County
