Winter Crisis applications will be accepted online and at our Darke, Greene, Montgomery and Preble County Offices from Nov. 1, 2024 until March 31, 2025. Appointments are required for this program; in-person and phone appointments are available.

Winter Crisis Program

Miami Valley residents can now make appointments for MVCAP’s Winter Crisis Program which begins Nov. 1, 2024. Appointments are required for this program and both in-person and phone appointments options are available.

Appointments are not needed to reverify income for the Percentage of Income Payment Plan (PIPP). Use the state’s online system by clicking here. 

The WCP provides a one-time benefit to eligible Ohioans with heating assistance during the winter months. MVCAP provides the Winter Crisis Program to residents of Darke, Greene, Montgomery and Preble counties. Residents of these counties can make an appointment at any of MVCAP’s offices in the region. 

Both homeowners and renters are eligible for assistance. 

To qualify for help, households must be living at or below 175% of the Federal Poverty Level. Click here for updated income charts. They must also meet one of the following criteria: 

  • Heat has been disconnected;
  • A disconnection notice has been received;
  • Need to establish new service;
  • Need to pay to transfer service;
  • Bulk fuel users have less than a 10-day supply of wood, coal, pellets, propane or oil;
  • Have defaulted on PIPP payments.

Appointments are required for this emergency service and are available both in person and by phone. Residents are encouraged to complete either an electronic or paper application prior to keeping their appointment. Appointments are opened in blocks approximately weekly throughout the crisis period. 

Home Energy Assistance Program (HEAP)

The Home Energy Assistance Program (HEAP) is for non-emergency situations. If you are not in crisis but need help paying your bill, you may qualify for HEAP. You must live at or below 175% of the Federal Poverty Line. You do not need an appointment for HEAP and can apply online by clicking here.

To make an in-person appointment at our Montgomery County office only, click here or call 937-514-4777. The office is located at 719 S. Main St. in downtown Dayton.

To make a phone appointment at our Darke County office, 1469 Sweitzer St., Greenville, call 937-548-8143.

To make an in-person appointment at our Greene County office, 469 Dayton Ave., Xenia, call 937-376-7747. Appointments are held on Mondays, Tuesdays and Thursdays.

To make an in-person appointment at our Preble County office, 308 Eaton-Lewisburg Road, Eaton, call 937-456-2800.

A limited number of walk-ins are seen at all offices. Bring your documents and a support staff member will review your application for completeness. You will receive either a time for a phone appointment or additional instructions.

Walk in hours are:

Montgomery County: Monday through Thursday, 8:30 to 11:30 a.m. and 1 to 3:30 p.m.

Darke County: Monday through Friday, 8 a.m. to 4 p.m.

Greene County: Wednesdays and Fridays, 8 to 11 a.m. and 1 to 4 p.m.

Preble County:  Monday through Friday, 8 a.m. to 12 p.m. and 1 p.m. to 4 p.m.
