The Donnellan Shelter, formerly known as the Greene County Housing Program, was established in 1990 to help Greene County families in need of housing during emergencies.
Emergency Residency: The six-unit facility provides families with a maximum of 30 days of housing. During this time, a trained case manager is assigned to each family to assist in resolving issues that led to their homelessness.
Transitional Residency: This seven-unit apartment facility houses low-income families that require extended stays for up to 6 months.
Candidates for the shelter must be temporary homeless due to one of the following:
- Lack of financial resources
- Displaced by the City
- Eviction
- Unsafe/unsanitary living conditions
- Natural disasters (fire, flood, hurricane, etc.)
- Have no fixed address
- Live on the streets or in a car
- Fit HUD’s definition of homelessness and be at 30% or below the area median income level.
The shelters operate under a Housing First Model promote rapid exit from homelessness, minimal barriers to program entry and voluntary supportive services.
The Donnellan Shelter program also assists families in locating permanent housing by providing a variety of classes and assistance as well as follow-up casework.
The Donnellan Shelter depends upon a variety of funding including grants and donations from the United Way and from the general public. The construction of the Transitional Housing Program was funded by the Federal Home Loan Bank, The Ohio Housing Finance Agency, The Ohio Department of Development, the Federal Emergency Management Association, and the Greene County Department of Job and Family Services.

Harding Place is a transitional housing program for individuals who are homeless, unemployed, or underemployed providing housing for up to 18 months.
During this time, with the assistance of a Case Manager, clients are moved through an evolutionary process to obtain permanent housing. Participants housed at this facility receive temporary housing and benefit from comprehensive case management and other support services on their pathway to achieving self-sufficiency.
Residents identify goals to develop core life skills that promote their personal and professional growth. The program is located in Xenia and helps homeless individuals to become self-sufficient. Harding Place consists of 7 two-bedroom and 3 one-bedroom apartments.
