Some MVCAP programs require an application, others require an appointment and some require both.

Utility Assistance Programs
The State of Ohio uses the same application for the following programs:
- Home Energy Assistance Program (HEAP)
- Percentage of Income Payment Plan (PIPP)
- Winter Crisis Program
- Summer Crisis Program
HEAP and PIPP applications are processed by the state. Crisis programs require an appointment at MVCAP.
Appointments are not needed for HEAP or PIPP applications or for PIPP reverifications.

Home Weatherization Assistance Program
HWAP is available for both homeowners and renters.
Apply online through our kiosk or download a paper application.
