Your most recent utility statement must show a past due balance.

This program covers: Past due utility bills, bulk fuel, installation or repair of medically necessary telephone.

This program does not cover: Charges for equipment/line damages, fines, and reconnection or late fees.

Note: PRC is unable to assist with electric, natural gas or bulk fuel from November 1 to March 31. If you need assistance with those services during that time, please look at our Winter Crisis Program. 

Required Documentation

• Picture ID for all household members 18 and over (driver’s license, passport, state-issued ID)
• Birth Certificate and Social Security Card for all household members
• Verification of all household income for 30 days prior to application
• Child support documents if applicable
• Proof that child is in your household. Documentation must include the child’s name and the applicant’s address. Pregnant women should provide a doctor’s note. Only validated items – such as SNAP/Medicaid award letters, school correspondence, lease agreement listing children as occupants or medical/immunization records – will be accepted.
• Copy of past due utility statements
• Verification of payment for any amounts over the award cap and/or fines or fees.
