Emergency Home Repair

The Emergency Home Repair Program will provide home repair assistance to a homeowner for repairs that are necessary to make the house safe for living, or to improve its energy efficiency. The program will cover upgrades such as bringing the electrical wiring up to code, repairing or replacing the septic system, or energy saving upgrades like adding insulation or storm windows. The home repair grants will not cover cosmetic or unnecessary work such as painting, landscaping or room additions. More specifically, priority will be given to emergency conditions that have been determined to present an imminent danger to the health and safety of the occupants of residential property. Funds will be used to remedy emergencies such as:

  • Lack of running water or heating /cooling
  • Exposed / hazardous electrical wiring
  • Defective Sewage system
  • Defective or failing structural systems such as roofs or ceiling.

Other qualifying repairs to correct substandard, unsanitary or deteriorated conditions will include:

  • Heating and air-conditioning system installation
  • Handicap accessibility
  • Plumbing
  • Electrical wiring
  • Flooring
  • Ceiling and wall repair.

Homeowner eligibility: The applicant must be the owner of the property, must live in the home as a primary permanent residence and be able to provide proof of home ownership, active home insurance and paid property taxes.

  • The property must have been owner-occupied for at least one year.
  • The household income must be at or below 200% of FPL to be eligible for services under this program. The total household income based on the number of people living in the home. Income and assets will be verified before a home repair contract can be issued.
  • The participant will be required and be willing to attend counseling from our housing program.
  • The house must be single-family dwelling located in Darke, Greene, Montgomery, or Preble County.

Home Grant Assistance

What type of repairs does the Housing Assistance Grant assist with?

  • Handicapped accessibility modifications, replacement of heating system, plumbing system, water heaters and hazardous electrical systems.

What  are the qualifications?

  • The applicant must be the owner of the property , must live in the home as a primary permanent residence.
  • Be Current on paid property taxes or provide proof of your active payment plan.
  • The house must be single-family dwelling.

The house must be located in the following counties.

  • Montgomery, Preble, Darke, Greene and Miami.

Does the Emergency Home Repair assist with Cosmetic or unnecessary work?

  • NO.

Income Eligibility.

  • 50% of median income. Based on the county the applicant resides in. (Total Household Income)

Disaster Reconstruction Program

To be eligible?

  • The applicant must be the owner of the property, must live in the home as a primary permanent residence.
  • You must live in a county affected by the storms and tornadoes.
  • You must use the repaired home as your primary residence.
  • You must make less than $68,000 per year, if your family in home includes 1-2 people. If your family is larger, you can make up to $79,005

What type of repairs does the Disaster Reconstruction Program assist with?

  • Only repairs caused by the tornado. This is determined by the Emergency Home Repair Program Director at the initial inspection.
  • We will not repair landscaping, fences, unattached garages.

During the time of the tornado I didn’t have homeowners insurance am I eligible?

  • you will have to write a letter stating you didn’t have insurance at that time and have it notarized.

I was denied by FEMA will am I still eligible.

  • we would like the denial letter from FEMA. It’s not required.

Will you reimburse out of pocket expenses caused by the tornado?

  • No.

Area Agency on Aging

To be Eligible?

  • Age 60 and older.
  • The applicant must be the owner of the property, must live in the home as a primary permanent residence.

What type of repairs does the AAoA assist homeowners with?

  • Handicapped accessibility modification, repairs replacement of heating system, plumbing system, water heaters, hazardous electrical systems.

Income eligibility?

  • Incomes at 150% of the federal Poverty Guidelines are not responsible to pay a co-pay.

What counties are eligible?

  • Miami and Darke County.
