How MVCAP Determines Eligibility

Eligibility requirements for MVCAP programs are set by our funders at the federal and state levels.

Most programs use the Federal Poverty Guidelines, also known as the Federal Poverty Level, which is updated annually. Other programs use the Area Median Income (AMI) standards which vary geographically.

Programs using the FPL include Utility Assistance, PRC and Weatherization. Most housing programs – including our emergency shelters – use AMI standards.

Additionally, what counts as income can vary from program to program depending on funder requirements. Household size is also a factor in eligibility.

“MVCAP team members are skilled at determining eligibility, beginning with income,” said President and CEO Erin Jeffries. “We encourage people to come to us even if they aren’t certain they are eligible. We will walk you through the process and make referrals where we can.”
