Grant Oversight Changing State Departments

Published On: April 7th, 2026

State oversight for several Miami Valley Community Action Partnership programs will change departments this month but nothing will change for clients or staff.

As part of Ohio’s last biennial budget, oversight of several programs is moving from the Ohio Department of Development to the Ohio Department of Job and Family Services.

Effected programs are:

  • Home Energy Assistance Program (HEAP), including Winter and Summer Crisis Programs
  • Percentage of Income Payment Plan (PIPP)
  • Electric Partnership Program (EPP), also known as appliance replacement
  • Home Weatherization Assistance Program (HWAP)
  • Community Services Block Grant (CSBG)

CSBG programs at Miami Valley CAP include the Legal Clinic, Homebuyer Education and more.

“Nothing is changing for customers,” emphasized President and CEO Erin Jeffries. “Clients will still apply for our programs the same way and be well cared for by our dedicated local staff.”

MVCAP remains an independent, non-profit agency and is not merging with county Job and Family Services programs. State staff members are beginning the transition process on April 6. It will take full effect on July 1, Jeffries said.
