HEAP and PIPP Still Available

MVCAP’s Winter Crisis Program has ended, but there is still a chance to get assistance with your heating bills and keep your future utility bills at manageable levels.

The Home Energy Assistance Program (HEAP) is available once per season. You can apply as late as May 31 for help with this past winter’s heating bills.

All benefits are applied directly to your bill.

The Percentage of Income Payment Plan (PIPP) allows residents to reduce their utility bills to a percentage of their income and avoid crisis situations.

Under PIPP, if you heat with gas, you will pay 5% of your household income to your gas company and 5% to your electric company. If you heat with electricity, you will pay 10% of your household income to your electric company.

When you make your PIPP payments on time and in full, utility companies will gradually erase arrearages.

For both programs, you must be living at or below 175% of the Federal Poverty Level. Additional requirements may apply.
