HEAP Winter Crisis Program

The Winter Crisis Program begins November 1, 2023. Applications will be accepted at our Montgomery, Darke, Greene, and Preble County Offices until March 31, 2024. Appointments are required for this program; in-person and phone appointments are available.

Winter Crisis Program

The 2024 Home Energy Assistance Program (HEAP) Winter Crisis Program (WCP) starts November 1, 2023, and runs until March 31, 2024. Income-eligible households that have been disconnected or have a disconnection notice, need to establish new service, need to pay to transfer service, have a PIPP default with disconnection notice, or have 25% (or less) of bulk fuel supply remaining, may receive assistance through the program.

The WCP provides a benefit to assist with the main and/or secondary heating source, as well as with fuel tank placement, fuel tank testing, and heating unit repair/replacement.

Households with a gross income at or below 175% of the federal poverty guidelines are eligible for the Winter Crisis Program. Please see the income eligibility chart for more information.

Home Energy Assistance Program (HEAP)

The Home Energy Assistance Program (HEAP) is a federally funded program that provides households at or below 175% of the Federal Poverty Guidelines with a once-per-heating-season credit to their heating bill account. HEAP and Winter Crisis are different programs – HEAP provides a credit, deposited directly to a client account, sometime during the heating season. The Winter Crisis Program provides an immediate benefit, paid by MVCAP, to the client’s heating bill to prevent an impending disconnection, restore disconnected services, or assist with the transfer of services. All clients applying for utility assistance will have a HEAP application processed.

Montgomery County

    • Visit our Walk-Up Window to submit your application or the reception desk in the lobby.
      • Lobby and Walk-Up Window hours are Monday -Thursday 8:30am- 11:30am and 1:00pm- 3:30pm.
      • A staff member will review your application and documents, then schedule a phone appointment if all necessary documents have been submitted. (Only complete applications will be accepted at the window.)

Darke County
